Payroll and Benefits

The Westmoreland County School Board is committed to providing benefits which will best serve its employees.

Direct Deposit

All employees are paid on the last working day of the month.  Payroll may be directly deposited into the employee’s bank of choice.  Employees have the option of having their pay deposited into two separate accounts.  Any changes to banks or accounts must be submitted by the payroll cut-off date.
  • Payroll Direct Deposit Authorization Form

Retirement

  • All full-time employees are provided membership in the Virginia Retirement System (VRS).  The school board pays both the employer and employee share of the VRS contribution.

Life Insurance - VRS

The Virginia Retirement System provides group life insurance through Minnesota Life.  The school board pays 100% of the cost for life insurance coverage.

This benefit provides beneficiaries with a payment equal to:

  • Two times the employee's annual salary in the event of his/her death.
  • Four times the employee’s annual salary in the event of his/her accidental death.

Optional Group Life Insurance

Optional Group Life Insurance is provided through Minnesota Life.  This program allows employees to purchase additional life insurance for themselves and their family.  This voluntary benefit is paid 100% by the employee through payroll deduction.

Flexible Benefit Plan

Employees may wish to participate in a Flexible Benefit Plan.  There are two types of plans:  Unreimbursed Medical (URM) and Dependent Day Care (DDC).  Participation in one or both of these plans can save employees money by reducing their taxable income.  Contributions are deducted on a pre-taxed basis.

Healthcare Enrollment and Change

The School Board participates in The Local Choice Health Benefits Program.  Employees will have a choice of two plans:  Key Advantage Expanded or Key Advantage 500.  Both plans include health, dental and vision insurance.  Benefits are administered by the following health care companies:
  • Medical and Vision – Anthem Blue Cross and Blue Shield/Blue View Vision
  • Prescription Drugs – Medco Health Solutions, Inc.
  • Dental – Delta Dental Plan of Virginia
  • Behavioral health and EAP – ValueOptions, Inc.
The school board pays a portion of each employee’s insurance premium.  Employees may add family members to their health insurance plan at their own expense.  All health care premiums are deducted from the employee’s pay on a pre-taxed basis.

The School Board also offers the Advantage 65 with Dental and Vision plan to retirees eligible for Medicare.  This plan includes medical, dental and vision insurance.  It does not include prescription coverage.

Voluntary Vision Insurance
The school board offers voluntary vision coverage through Vision Service Plan (VSP).  Employees may enroll in VSP as a supplement to the vision insurance provided through the health insurance noted above.  The school board will pay 100% of the employee only premium for employees who waive medical coverage and can provide evidence of coverage elsewhere.

Tax-Sheltered Annuities – 403(b)

Employees may wish to enroll in a Tax Sheltered Annuity, also known as a 403(b) plan.  A 403(b) plan is a tax-deferred retirement program that permits an employee to reduce his or her compensation on a pre-tax basis and have the contribution deposited into a 403(b) investment.  The plan also allows employees to make 403(b) retirement contributions on an after-tax basis (a Roth 403(b) contribution).   To enroll in a 403(b) program, employees need to contact one of the companies listed on our approved vendor list and complete a Salary Reduction Agreement.
